recurrent subsidies will be based on the difference
between the school's approved expenditure and its income from school fees, the amount of subsidy being
not less than one half of this difference.

The approved expenditure may include salaries
at specified rates, and rent.
Provision is included for capital subsidies in
aid of buildings and equipment.
It is estimated that the new proposals will mean an immediate increase of approximately 60% in the amount of Government recurrent subsidies to existing
subsidized sclools.
